Afghan Foreign Minister Muttaqi’s First India Visit Cancelled Due to UN Sanctions

The much-anticipated visit of Afghanistan’s Foreign Minister Amir Khan Muttaqi to India has been cancelled due to restrictions imposed by United Nations Security Council (UNSC) sanctions, according to officials cited by The Indian Express.

Reports indicate that Indian External Affairs Minister S. Jaishankar held a phone conversation with Muttaqi on May 15, marking the highest-level contact between New Delhi and Kabul since the Taliban’s return to power in August 2021. Following this exchange, preparations were underway for Muttaqi’s visit to India later this month. Had it taken place, it would have been the first ministerial-level visit from Kabul to New Delhi since the Taliban’s takeover.

During a weekly press briefing, Indian Ministry of External Affairs spokesperson Randhir Jaiswal declined to directly comment on the cancellation of the visit. However, he reiterated India’s longstanding engagement with the Afghan people, stating:
“You are aware that we have a long-standing relationship with the people of Afghanistan. India continues to support their aspirations and developmental needs. Our engagement with Afghan authorities remains ongoing, and if there are any updates on this matter, we will share them.”

While India has not officially recognized the Taliban regime, New Delhi has consistently pushed for the establishment of a truly inclusive government in Kabul. India has also maintained humanitarian and developmental support for Afghanistan despite the political uncertainties.

The cancellation of Muttaqi’s planned trip underscores the complexities of diplomatic engagement with the Taliban government, which continues to face international sanctions and a lack of formal recognition from most global powers.
